DAGEN I DAG, i 1862: President Lincoln signerer the Homestead Act. Den 20. mai 1862 vedtok Kongressen (eller Union Congress som det het på den tiden) the Homestead Act, som deretter ble undertegnet av president Abraham Lincoln. Loven ga samtlige menn og kvinner over 21 rett til å kreve et landområde på 160 acre (åker på norsk, tilsvarende 64,7504 hektar), for så å bruke dette området til jordbruk over fem år. Området måtte ”kultiveres” av innehaveren, og dersom vedkommende lyktes i dette etter fem år, ble landet deres mot 10 dollar.

De amerikanske myndighetene hadde lenge slitt med å effektivt disponere land til kompetente jordbrukere. Etter en rekke mindre tilfredsstillende forsøk, var det Thomas Hart Benton, senator i Missouri, som kom opp med idéen om the Homestead Act. Grunnet splittelser mellom Nord- og Sørstatene, var det utfordrende å få forslaget vedtatt, men dette endret seg etter Sørstatenes løsrivelse. Mens loven viste seg å være lite effektiv i forhold til andre landfordelings-tiltak, var hadde the Homestead Act av sterk symbolsk betydning for Nordstatene.

Obama-rådgiver Dan Pfeiffer med en ”full Ginsburg”

Søndag stilte Obama-rådgiveren Dan Pfeiffer opp på alle de fem store søndagsshowene i USA. Pfeiffer gjennomførte dermed en såkalt ”full Ginsburg”.

Pfeiffer gjorde sitt beste for å dempe kontroversene som har forfulgt president Barack Obama den siste uken, og kommenterte både IRS-skandalen og Benghazi-saken.

På NBCs ”Meet the Press” beskyldte Pfeiffer republikanerne for å politisere IRS-skandalen (via POLITICO):

“We’ve seen this playbook from the Republicans before. What they want to do when they’re lacking a positive agenda is try to drag Washington into a swamp of partisan fishing expeditions, trumped-up hearings and false allegations. We’re not going to let that happen. The president’s got business to do for the American people.”

Under sin opptreden på CBS’ ”Face the Nation”, forsvarte Pfeiffer Det hvite hus sin håndtering av IRS-skandalen (via POLITICO):

«What would be an actual real scandal in Washington would be if the president had been involved or had interfered in an IRS investigation. …

You do nothing to interfere with an independent investigation and you do nothing to offer the appearance of interfering with investigations. …

What we waited for were the facts. It’s important to get out there fast, but it’s important to get out there right.»

Pfeiffer: Republikanerne skylder Susan Rice en unnskyldning

På ABCs ”This Week” rettet Pfeiffer fokus over mot Benghazi-saken, og slaktet republikanernes kritikk av USAs FN-ambassadør Susan Rice.

Rice har blitt beskyldt for å ha forsøkt å endre hendelsesforløpet etter terrorangrepet i Benghazi den 11. september 2012. Etter frislippet av hundrevis av sider med notater og eposter med detaljer rundt Benghazi-angrepene, forlangte Pfeiffer en unnskyldning fra republikansk hold (via FOX News/Washington Post):

‘What they absolutely show beyond a shadow of a doubt is that the Republican allegations that the White House, the State Department, someone else changed the CIA’s assessment for political reasons — that has proven without a shadow of a doubt to be false.”

«And, frankly, I think that many of the Republicans who have been talking about this, now that they have seen the emails, owe Ambassador Rice an apology for the things they said about her in the wake of the attack.”

“For accusing her of misleading the country, for saying that she didn’t — that somehow we were — she was involved in some sort of political whitewash of what happened there. What she said was what the intelligence community believed at the time. And when we got further information, we told the American people what that was. That’s how people know what happened here.”

President Obama ser fremover, skandalene har foreløpig ikke hatt noen stor innvirkning på meningsmålingene

Etter en mildt sagt kontroversiell uke, forsøker nå president Barack Obama og hans administrasjon å se fremover. Presidenten sa på søndag at han fortsatt er optimistisk vedrørende sin andre presidentperiode, men at han samtidig forventer en del utfordringer langs veien (via The Hill):

«Despite the doom and gloom, you should be optimistic about this country. I sure am,” the president said at a Democratic Senatorial Campaign Committee (DSCC) fundraiser in Atlanta, according to pool reports.

“If you’re in this business folks are going to take their shots at you, and I’ve got the gray hair to prove it,” Obama said.

But Obama lamented the “shortage of common sense in Washington,” and said the GOP-controlled House presented a roadblock to some of his administration’s goals.

Til tross for at det har kokt rundt presidenten den siste uken, virker det ikke som om dette har hatt noen særlig innflytelse på amerikanernes oppfatning av presidenten.

Ifølge en meningsmåling utført av CNN og ORC International Poll, ligger Obamas approval rating på 53 prosent, som er svært likt resultatene fra en tilsvarende meningsmåling utført i begynnelsen av april (51 prosent).

Organisasjonen TargetPoint, som fungerer som rådgivere for republikanerne, publiserte i går en oversikt som illustrerer en av Obamas verste uker som president.

McConnell krever ytterligere Benghazi-etterforskning, men forsvarer Justisdepartementets håndtering av AP

Senatets minoritetsleder, Mitch McConnell (R-Kentucky), stilte også opp på amerikanske tv-skjermer i går. Pfeiffer hadde ikke klart å overbevise den republikanske senatoren om Obama-administrasjonens uskyld i Benghazi-saken (via Washington Post):

“We know there was inadequate security. We know an American ambassador and three other brave Americans got killed. And we know the administration kind of made up a tale here in order to make it seem like it wasn’t a terrorist attack. I think that’s worthy of investigation, and the investigations ought to go forward. …

It’s very clear that it was inconvenient, within six weeks of the election, for the administration to, in effect, announce that it was under a terrorist attack. I think that’s worth examining. It is going to be examined.»

Når det gjelder den tredje skandalen som har gitt president Barack Obama hodebry den siste uken — Justisdepartementets hemmelige innsyn i telefonloggene (med mer) til nyhetsbyrået Associated Press (AP) — så tok McConnell administrasjonen i forsvar (via Huffington Post):

«Actually, I do think these national security leaks are very important and it looks to me like this is an investigation that needs to happen because national security leaks, of course, can get our agents overseas killed. …

«What I am supportive of is investigating national security leaks that endanger Americans around the world. Any time you’re leaking national security information, if it endangers Americans around the world, it’s a serious matter.»

Skandaler var ikke alt McConnell snakket om på ”Meet the Press”. Senatoren tok seg også tid til å diskutere hva som kommer til å bli avgjørende under neste års mellomvalg (via Washington Post):

“If I were predicting what’s likely to be the biggest issue in the 2014 election, I think it would be Obamacare. I think it’s coming back big-time.”

“By the way, the IRS has a role to play in the implementation of Obamacare,” la McConnell til.

Associated Press merker effektene av DoJ-overvåkningen

Forrige uke ble det klart at Justisdepartementet overvåkte telefonsamtaler til en rekke journalister ansatt av Associated Press. Styreleder i AP, Gary Pruitt, sa under CBS’s ”Face the Nation” at nyhetsbyrået har vanskeligere for å få tak i nyheter etter at overvåkningen ble gjort offentlig. Les mer hos Reuters.

«Officials that would normally talk to us and people we talk to in the normal course of news gathering are already saying to us that they’re a little reluctant to talk to us,» Pruitt said on CBS’s «Face The Nation» program. «They fear that they will be monitored by the government.»

Pruitt said the Justice Department claimed an exception to its own rules that required them to notify the AP of such a record seizure by saying that such a disclosure would have posed a substantial threat to the investigation.

«But they have not explained why it would and we can’t understand why it would,» Pruitt said. «We never even had possession of these records, they were in the possession of our telephone service company and they couldn’t be tampered with.»

Paul Ryan hardt ut mot IRS

Under en opptreden på ”Fox News Sunday”, brukte representant og tidligere visepresidentkandidat Paul Ryan (R-Wisconsin, 1. kongressdistrikt) sterke ord i sin beskrivelse av IRS-skandalen. Ryan mener skattemyndighetenes forskjellsbehandling vitner om ”arroganse”, og ”maktmisbruk” (via POLITICO):

“Look, people have no trust that their government is being impartial. This is arrogance of power, abuse of power, to the nth degree, and we’re going to get to the bottom of this. …

This is arrogance. This is big government cronyism. And this is not what hard-working taxpayers deserve. People deserve a government they can trust, that’s honest, that’s impartial, equality before the law, and that is not what we’re getting here. And so to try to suggest that this is just bureaucratic snafus, we already know that’s not true.”

Jindal krever fengsel for IRS-ansvarlige

Forrige uke gikk Speaker of the House John Boehner (R-Ohio, 8. kongressdistrikt) ut i media og spurte hvem som kom til å havne i fengsel som en følge av IRS-skandalen. I helgen fikk Boehner støtte fra partikollega og Lousiana-guvernør Bobby Jindal. Jindal mener president Barack Obama bør ta mye av ansvaret, og under republikanernes nominasjonsmøte i Virginia hadde Jindal følgende å si:

“You cannot take the freedom of law-abiding Americans, whether you disagree with them or not, and keep your own freedom. When you do that, you go to jail. …

When you grow government this big, these kinds of scandals are inevitable, and he bears the responsibility for that. ..

The President of the United States must have the moral authority to go around the globe and call out tyranny when he sees it. He must be able to be freedom’s evangelist. He cannot do that if he tolerates basic constitutional violations right under his own nose.”

Tea Party på vei tilbake etter IRS-skandalen

Selv før fjorårets valgnederlag virket det som om noe av luften hadde gått ut av Tea Party-bevegelsen . I kjølvannet av IRS-skandalen, der Tea Party-grupper ble forskjellsbehandlet av skattemyndighetene, kan det derimot virke som om den konservative bevegelsen er på vei opp igjen (via Huffington Post):

«This is the defining moment to say `I told you so,’ » said Katrina Pierson, a Dallas-based tea party leader, who traveled to Washington last week as the three political headaches for President Barack Obama unfolded.

Sen. Marco Rubio, R-Fla., elected in 2010 with tea party backing, said the IRS scandal «confirms many of the feelings that led to the tea party movement in the first place.»

«What’s happened here is a reminder of, this is what happens when you expand government,» he said in an interview with The Associated Press. «That and the disaster that is Obamacare is going to be a real catalyst in 2014 and beyond.»

Politisk strateg for demokratene, Mo Elleithee, virker derimot ikke videre bekymret:

«Never underestimate the tea party’s ability to overplay its hand. Just because there is universal agreement that the IRS went too far, that should not be misread as acceptance of the tea party’s ideology of anger.»

Finansdepartementet må ty til ”ekstraordinære tiltak” idet USA nok en gang når gjeldstaket

USA nådde gjeldstaket sitt på søndag, noe som tvang Finansdepartementet til å iverksette ”ekstraordinære tiltak! for å forsikre seg om at landet fortsetter å betale gjelden sin. Disse tiltakene har blitt mer og mer vanlige i løpet av de siste årene, noe finansminister Jack Lew illustrerte da han uttalte at han var klar til å iverksette “standard set of extraordinary measures” (via The Hill):

«The latest numbers from the Treasury Department indicate that the overall debt of the United States swelled by about $300 billion during the period of the suspension, and now totals roughly $16.7 trillion.

With the government once again operating under a borrowing cap, the Treasury is back to employing special measures to free up space under the limit.»

CBO: Obamas budsjettforslag vil minske underskuddet med én billion

Ifølge Congressional Budget Office (CBO) vil Obamas budsjettforslag minske USAs underskudd med over én billion dollar (trillion på engelsk), dersom det vedtas (noe det ikke blir, i sin nåværende form). Les mer hos New York Times:

“It is encouraging to see that the president’s proposals would indeed begin to reduce the debt, and to lower levels than originally thought,” said Maya MacGuineas of the Committee for a Responsible Federal Budget, a budget watchdog, in a statement responding to the new budget office estimate.

“Regardless, additional reforms will be needed over the long-term, especially to slow the growth of health care programs and shore up Social Security,” she said.

Etter Obamas turbulente uke, har flere rådgivere oppfordret presidenten til å fokusere mer på økonomi, og mindre på Benghazi. Huffington Post har mer om denne vinklingen.

Chris Christe: Moderat eller konservativ på bunn?

New Jersey-guvernør Chris Christie (R) ser ut til å bli gjenvalgt uten større problemer i høst (følg valgbloggen vår for meningsmålinger o.l.), og 2016-spekulasjonene har allerede pågått lenge. Christie anses som en moderat republikaner, og har blant annet høstet kritikk fra sine partifeller for hvordan han roste president Barack Obama for sin håndtering av superstormen Sandy i fjor høst.

The Nations John Nichols argumenterer imidlertid for hvorfor Christie i høyeste grad bør oppfattes som en konservativ republikaner:

«Christie is no moderate. He’s a social conservative who opposes reproductive rights, has defunded Planned Parenthood and has repeatedly rejected attempts to restore state funding for family planning centers. He has vetoed money for clinics that provide health screenings for women, including mammograms and pap smears. He vetoed marriage equality.

Christie’s consistent when it comes to reading from the right’s playbook. The governor announced early in his tenure that he was pulling New Jersey out of a regional carbon emissions reduction program, and then declared his intention to scale back the state’s renewable energy targets. And in the midst of this election year, he vetoed a plan for early voting—a move that, as the state’s largest newspaper suggested, Christie ‘knows will play well with Republicans nationally,’ given that they ‘have led previous efforts to suppress voter turnout by curtailing early voting hours.'»

Militær-ansatte etterforskers etter rapport om seksuelle overgrep

For to uker siden slapp Pentagon en rapport som viste en kraftig økning i seksuelle overgrep i det amerikanske forsvaret. Nå får rapporten konsekvenser. I helgen beordret forsvarsminister Chuck Hagel at alle som er ansatt i militæret med oppgave om å håndtere seksuelle overgrep, nå må gjennomgå en vurdering (via New York Times):

The order requires a “review of credentials and qualifications of current-serving recruiters, sexual assault response coordinators and victim advocates,” and imposes “refresher training” for the approximately 25,000 personnel who are assigned to these programs.

Mr. Hagel was responding to growing outrage — across the armed services and the public at large, in Congress and even from President Obama — at the high number of sexual assaults, the failure of military efforts to reduce the problem and inadequacies in assisting victims.

“We all have committed to turn this around, and we’re going to fix the problem,” Mr. Hagel said at a news conference. “The problem will be solved here, in this institution, and we will fix it.”

Tidligere forsvarsminister Donald Rumsfeld gjestet NBCs ”Meet the Press” på søndag, og uttalte at det burde være ”nulltoleranse” for overgrep i militæret:

“Well, I don’t know that a special prosecutor is the answer, but there is an argument that can be made for handling them in a way different that they’re being handled, because they’re serious,” Rumsfeld said. “And I would suspect that an awful lot of them don’t even get reported.”

“It’s a terrible thing, there has to be zero tolerance,” Rumsfeld added. “And it appears that something different’s going to have to be done, and I wish I knew what the answer was, I don’t.”

Veien til Det hvite hus 2016: Rand Paul i New Hampshire

I kveld er senator Rand Paul (R-Kentucky) hoved­taler på Det republikanske partiet i New Hamps­hires Liberty Dinner. Det lukter det 2016 av lang vei, og C-SPAN dekker det selvsagt (fra klokken 01.00 norsk tid).

Paul holdt hovedtalen på Iowas versjon av middagen den 10. mai, og Paul-leiren prøvde også å booke Paul som hovedtaleren på South Carolinas versjon av middagen den 7. mai (Senator Ted Cruz, R-Texas, fikk isteden oppdraget).
